Retail, OEM or upgrade: choosing a Windows 11 license

Understand the practical difference between a full Retail license, a device-bound OEM license and an edition upgrade before checkout.

Updated 2026-09-12 · 5 minute read

Three Windows purchase labels often appear beside one another, but they solve different problems. Start by identifying whether the computer already has a qualifying Windows license.

Retail: flexibility for one PC at a time

A full Retail license is generally the most flexible option for a new or rebuilt computer. It licenses one eligible PC at a time and may allow transfer to another device after removal from the previous one, subject to Microsoft’s terms.

OEM: tied to the first computer

An OEM or System Builder license is intended for the first computer on which it is installed and activated. It usually remains with that device, making it a better fit for a new build that will keep the same core hardware.

Upgrade: edition change, not a base license

A Home-to-Pro upgrade adds Pro capabilities to an eligible, activated Home installation. It is not a substitute for a full license on an unlicensed computer.

Decision checklist

  • Does the PC already have activated Windows?
  • Is the target edition Home or Pro?
  • Do you expect to replace the computer?
  • Does the hardware meet Windows 11 requirements?
  • Do you need BitLocker or Remote Desktop host capabilities?
